Goverment Initiatives to Solve DMSMS

RADIATION TOLERANCE ASSURED SUPPLY AND SUPPORT CENTER (RTASSC)

The Radiation Tolerance Assured Supply and Support Center (RTASSC) Program was developed by White Sands Missile Range’s (WSMR) Directorate for Applied Technology, Test and Simulation (DATTS). RTASSC assists Military and Space Programs in the procurement of discrete semiconductors and/or integrated circuits that are classified as hardened critical items (HCIs), assembled hardware and particularly hard-to-find discontinued or obsolete HCIs. The RTASSC addresses the following:

1. Diminishing Manufacturing Sources and Material Shortages (DMSMS).
2. Budget Constraints and Affordability.
3. Industry’s Reluctance to Supply to Source Control Drawings (SCDs).
4. Manufacturing Process Changes.
5. Insertion of New Technologies and Modernization–Through-Spares (MTS).
6. Use of Commercial-Off-The Shelf (COTS)/Non-Developmental Items (NDIs).
7. Radiation Tolerance Assured (RTA) simulation and testing.
8. Technology Growth Impacts.
9. Third party manufacturing.
10. RTA documentation (White Sands Drawings (WSDs)).
11. RTA certified piece-parts, circuit cards, Shop Replaceable Units (SRUs) and Line Replaceable Units (LRUs).
12. Procurement and Storage of critical components both dry storage and state-of-the-art dry nitrogen storage.

The RTASSC approaches DMSMS issues from more than just a spare parts issue. The RTASSC establishes partnerships with vendors/distributors, manufacturers, and other government entities through Letters of Agreement (LOAs) and Inter Service Support Agreements (ISSAs). These partnerships allow the RTASSC to develop comprehensive DMSMS management plans for Military and Space systems. The process ideally begins at the planning stage through design, development, prototyping, production, maintenance, and sustainability after production. Thus, minimizing the impact due to DMSMS and providing a vast array of engineering solutions and options throughout the system’s lifecycle.

In summary, the DATTS-RTASSC is a full service supply and support center providing the expertise and engineering background necessary for solving DMSMS problems.
