Goverment Initiatives to Solve DMSMS

RAPID RESPONSE TO CRITICAL SYSTEM REQUIREMENT (R2CSR)

The combination of parts obsolescence, vanishing vendors, and inadequate engineering data has resulted in a significant quantity of replacement parts that can no longer be readily obtained through normal parts replenishment methods. In the past, once a system was extended beyond its originally projected life cycle and the Operational and Sustainment Plan, a breakdown of parts would necessitate either a new solicitation to locate a contractor willing to provide the parts or often, due to obsolescence of the item, a return to the original manufacturer. As a result, the required repairs were either delayed, excessively priced, or both. This support problem has been further exacerbated by a reduction in weapon systems operational usage that often creates a manufacturing need for only a small quantity of parts. These factors have resulted in the need for an innovative replacement parts support system that allows technology insertion and modern manufacturing processes.

A government-wide contract was required to support sustainment issues and have the capability for continuous technology insertion for reduced cycle time on data and parts procurements. The Rapid Response to Critical System Requirements (R2CSR) Program coordinated by the Army Communication – Electronics Command will provide the mechanism for the repair or replacement of these items. The acquisition was competitive, and each one of the three prime contractors formed their own sub-contracting team to address the various systems support concerns planned for this procurement.

The R2CSR contract provides multiple prime contractors with multiple subcontractors available for quick and less costly obsolescence/DMSMS solutions. These solutions may require engineering services, including reverse engineering, acquisitions from vendors, manufacture, integration, installation, studies or analysis. These contractors are, with the variety of Delivery Orders expected, able to satisfy the Government’s needs rapidly and cost-effectively. The R2CSR is a long-range program implemented over the period Fiscal Year (FY) 98 through FY03 and successfully provides the flexible contract vehicle, which meets the functional requirements of the military services, other Department of Defense (DoD) activities, and other Government agencies. The R2CSR program will implement the use of Continuous Acquisition and Logistic Support (CALS) complaint Integrated Data Environment (IDE) concept that will promote the integrated generation, exchange, use and management of R2CSR contract data, thereby, facilitating the rapid response capability of R2CSR processes. All contract management data and all data required by R2CSR delivery orders shall be generated and exchanged via the IDE, unless otherwise agreed to. In addition the Government desired access to the Contractor’s work-in-process (non-deliverable) data via the IDE.

This has outlined the Rapid Response to Critical System Requirements program, how it supports the Military Services, other DoD activities and other Federal agencies, and how you may use it. The program will ensure that critical systems maintain full functionality and operability through the engineering services, acquisition support, studies, capabilities, and the acquisition of limited hardware and/or software.
