In general, Army DMSMS problems occur when known production and/or access to a specific item ceases or a specified material is no longer available that is needed to repair, build, overhaul, and/or support an Army system. When this non-availability threatens item production or support capabilities, timely identification and notification is required. Based upon this notification, methods and procedures must then be implemented to achieve cost effective actions. These actions then must be documented and provided to DoD, Army, Army Materiel Command (AMC), Major Support Commands (MSCs), and/or the contractor community as appropriate.
The Army DMSMS Information System and web site, developed by U.S. Army Tank-automotive and Armaments Command (TACOM), are being established for the use of all of the MSCs and HQ AMC. Based on this initial effort we shall integrate information received and data collected in existing, under development and new data/information systems. This data/information will then be "pushed" to the appropriate source(s) for fast, reliable and accountable identification and notification of DMSMS candidate items. Also, all "pushed" and supporting data/information will reside on the web site for review and update, as appropriate, by authorized personnel. The site will also supply "metrics" and management oversight capabilities. Further, this system and site will be designed for ease of use and maintainability of the interfaces, programs, and software applications related to the DMSMS information/data. This should allow for productivity increases and reduction(s) in manpower effort(s) related to the tasks associated with the DMSMS process. This initiative is TACOM’s attempt, in concert with the AMC DMSMS Working Group (WG), HQ, AMC, GIDEP and Rochester Systems Ltd., to support the Army in meeting the current DOD DMSMS mission requirements. This effort is being developed within the constraints of existing resources and in line with the exploding increase in obsolescence in spare parts within the military arena.
